And when is recited the Quran, then listen to it and pay attention so that you may receive mercy.
Hence, when the Qur'an is voiced, hearken unto it, and listen in silence, so that you might be graced with [God's] mercy."

Therefore, when Qur'an is being recited, keep quiet and listen; it may be that you also be included in the Lord's Mercy
And when the Qur’an is recited, listen to it attentively and keep silent, so that you receive mercy

So, when the Quran is recited, listen to it, and be silent that you may receive mercy. (i.e. during the compulsory congregational prayers when the Imam (of a mosque) is leading the prayer (except Soorat Al-Fatiha), and also when he is delivering the Friday-prayer Khutbah). (Tafsir At-Tabari, Vol.9, Pages 162-4

O you people who have conformed to Islam: When the Quran is recited, bow down your ears and listen graciously and attentively to it so that you may hopefully be recipients of Allah's mercy
And when the Quran is recited listen to it and be silent that you may be dealt with mercifully.
And when the Quran is read, then listen to it and be silent; perhaps you may obtain mercy.
